techUK has published its Policing Solutions Book, a collection of member responses to the NPCC Policing Problem Book. Butterfly Data contributed responses to two of the 13 problems: digital evidence and data sharing across forces.

About the techUK Policing Solutions Book

In October 2025, the National Police Chiefs’ Council (NPCC) and the Office of the Police Chief Scientific Adviser published the Policing Problem Book. It sets out 13 underlying problems driving inefficiency and pressure in policing, from the capture and analysis of digital evidence to cross-force data sharing and the responsible use of surveillance technology.

techUK invited its members to respond. The resulting Policing Solutions Book maps member solutions against each problem, giving forces a single place to see what industry can offer. It launches at the NPCC Innovation and Digital Summit 2026.

NPCC Problem 1: How can we best improve our capture and analysis of digital evidence?

Over 90% of reported offences now have a digital component. Much of that material arrives as un-triaged hardware, which puts heavy pressure on specialist staff.

Our response proposes custom AI pipelines that use automated text extraction and computer vision to flag potentially incriminating material at intake. This reduces manual hours while keeping a human in the loop. We have applied similar generative AI techniques to synthetic face data for testing. Alongside this, automated ingestion scripts can categorise and route evidence without manual handling, and force-wide analytics can cross-reference identifiers and signatures across cases.

NPCC Problem 3: How can policing enable secure, efficient, and standardised data sharing across forces?

When intelligence sits in disconnected systems, it can’t be used to its full value. Our response combines automated ingestion and force-wide analytics with secure API channels layered over existing infrastructure, so intelligence can reach frontline devices. We have taken this approach with North Wales Fire and Rescue Service.

Bespoke engineering with enterprise software

Across both responses, our approach pairs tailored engineering with enterprise software. As a SAS Gold Partner, we work with tools including SAS Law Enforcement Intelligence, combining them with bespoke integration to turn raw data into usable intelligence.

Our responses are on pages 10 and 39, alongside contributions from across the techUK membership.
